The Threshold Bureau's formal documentation practice requires that every significant finding be recorded in two parts: what was achieved, and what the achievement cost. What was discovered. What the discovery asked of the person who made it.

A note on the timestamp that recurs throughout this record: 14:23:00 is the exact moment — to the second — at which Dr. Yara Osman's dive camera recorded the stillness that preceded her death. It is also the time at which the Bureau's founding memo was signed, a coincidence that the Bureau's lead analyst spent three weeks trying to verify as meaningful before concluding it was not.

He was wrong about that.
