Eight days out from Meridian on the cargo hauler Esper Dray, Dr. Yara Osei is travelling toward New Providence: the twelfth-system colony, smallest and furthest from anywhere, dark since astronomer Maren Sollis published sixteen pages of observational data the Accord petitioned twelve times to withdraw. Two repair vessels were dispatched. Neither arrived. The Accord stopped trying.

At the New Providence Observatory, Yara finds a sixty-two-year-old researcher who has been keeping records for three years no one would let her transmit, and a Relay terminal whose scheduled upgrades were cancelled three times under a classification code so old it predates the Accord itself. The silence was never a malfunction. It was protection.

What the New Providence terminal opens is a galactic archive eleven thousand years old, maintained by entities who have been documenting humanity since before humanity could write — and, running quietly in parallel to Yara's own work, a second formal record dated to the founding of the Cassini Institute eighty-six years earlier. Each section corresponds to a Cassini Institute investigation. Each title translates roughly the same way: the instrument finds its voice. The instrument is ready.
